The licence to operate the Koeberg nuclear plant includes a condition that Eskom must “establish a Public Safety Information Forum (PSIF) as prescribed.” There must be at least 4 meetings per year, and Eskom and the National Nuclear Regulator (NNR) are obliged to answer questions from the public relating to safety. The meetings include presentations by Eskom employees, officials from the NNR, the City of Cape Town and others as required. For the past decade or mode Eskom has maintained that these presentations should not be made available to the public nor even to people at the meeting.
